THE decentralisation of education authority to the provinces is causing the delay in the payment of leave fares to teachers, according to Education Minister Nick Kuman.
Kuman said it was an over-decentralised system where every provincial government was accountable and responsible for their teachers’ welfare.
He said people must understand why the problem of leave fares had existed over the years.
He said Waigani only looked after teachers’ salaries and wages. That is managed by the Treasury Department.
Kuman was responding to a question from Wosera-Gawi MP Joseph Yopyyopy who asked when the officers at the Education Department would be sacked over their lack of competency in handling teachers’ leave fares.
