THE news in The National (Jan 22) on the Government’s appointment of Department of Personnel Management secretary John Kali, as High Commissioner to Australia is a clear reflection of the Government’s recognition of his services and therefore is a well-deserved promotion.
He has served with distinction as the secretary for almost three decades and his appointment is the right move, one might say.
The Secretary, Department of Personnel Management is, by legislation – under the Public Service (Management) Act and its bulky side-kick the General Orders, primarily responsible for the efficient and cost-effective delivery of services.
However, basing from this paper and its counterpart’s insistently reporting of inefficiencies and ineffectiveness that have led to the ever-increasing wage-bill into K4billion in 2017 speaks volumes of management capabilities of the captain of the ship – “The Public Service”.
Public Service for well over three decades has nose-dived and is at rock bottom and needs to be salvaged.
With the change of captaincy we anticipate a U-turn for better, brighter, enjoyable service-delivering operations.
