THE government’s developmental aspirations will never be achieved if proper contract administration practices are not vigorously institutionalised.

The current practice engaged by CSTB and PSTB is ineffective and manipulative although the processes and procedures adapted may be world standard.

One of the underlying factors that are directly causing this problem is people issue.

People who are entrusted to manage and implement the best practices must be supervised.

With so much attitude problems, this society requires for smart-people management.

If people are looked after properly, enumerated and supervised closely with interest, we should see quality goods and services delivered on time and within budget.

With many years’ experience in contract administration, it is logical to say that processes and procedures, plants, equipment and materials, even money cannot do anything without a fit and proper person in charge.
