Punish cult followers severely

WHO should be blamed for the killing of a student in a cult practice at a school in Port Moresby?
The alleged murderer and his associates must cop the blame.
It was a deliberate act that resulted in the death of another person.
There are two illegal activities involved here – the consumption of alcohol and witchcraft. 
Students who are involved in such “primitive” practice should be expelled because it is against the norm.
Can you imagine what they will turn out to be in the modern society?
They will turn out to be unproductive people who will not meaningfully contribute to the development of this nation based on scientific knowledge and discovery. 
The other party who must take the blame is the school administration and board for turning a blind eye on this activity.
The blame must also fall on the parents because of a lack of discipline on their children.
Finally, the authorities must also take the blame for not coming down hard on those involved in such activities.
