Rangers harassing people

WHILE I support the betel nut ban in the National Capital District, I am not impressed with the move to recruit city rangers to enforce it.
They prey on the weak and sometimes even check bags and bilums to get betel nuts for themselves.
Each person is allowed to bring in 2kg into the city, so why are city rangers checking the bags?
Why is nothing done about the big buai market near the Gordons police barracks?
I challenge Andy Bawa and Max Koi to do something about it.
Also, they should remind their policemen and rangers that the betel nut ban is only in NCD.
They must not harass people trading buai in Central.
