I REFER to your report about Bougainville FODE students (June 14).
The article was misleading and unfair.
The source over-reacted and exaggerated the situation.
These people lack un­derstanding of FODE system.
Did the students pay the fees and who authorised them to pay when we have given all provincial centres instruction not to collect enrolment fees until and unless materials for lessons are available?
In fact, parents have the right to ask for refund at any time.
