Respect ban on smoking

I READ an item in the Column 1 section of The National regarding the smoking ban in public places.
Public places, I surmise, would include enclosed air-conditioned bars.
If so, my concern is why is this law not enforced at a popular bar located in the leading hotel in Lae?
Do they have a special licence from the health department to allow them to breach this law?
You just have to drop in on any given day or night to see for yourself this filthy and disgusting habit carried out by people who have no regard for those patrons who do not.
The hotel management allows it to happen in front of their noses.
I do not think the owner gives a damn because he smokes himself.
