Review on organic law to help people: Dept

PEOPLE are the focus of the updated organic law on district development authorities and their impact on the health sector, an official says.
Department of Provincial and Local Government Affairs acting secretary Dickson Guina told a health conference in Port Moresby that the purpose of the review was to improve the quality of life and to decentralise services to the local level governments.
“The focus of the review is on the people. It is the people that make changes. You can have the structure and other mechanisms but it is really the people that make it work,” Ginua said.
He said leadership was important for service delivery in local level governments, districts and provinces.
The review will see the DDA and provincial health authorities deliver services to people especially in remotes areas.
He said resources and funds would be directed to districts and LLGs so they do not wait for funds from provincial and national governments to carry out development projects.
