Road authority boss wants strict following of new rules

ROAD Traffic Authority (RTA) chief executive Nelson Terema wants to see rules on social distancing in buses and the new fares strictly followed.
He urged State of Emergency Controller David Manning to issue another order to enforce these rules.
Terema said many bus operators were still carrying more than 15 passengers in 25-seater buses, and were also charging more than the new fare of K1.50.
He said Manning had the powers to instruct the police, soldiers and RTA officers to enforce these rules.
“Any PMV charging more than K1.50, not completing the route, not practising hygiene and social distancing rules in public transport, must be reported on our hotline number 765 05 044 so that collectively we can address this issue in the public transport system during this time,” he said.
“The PMVs are (charging) their fares during this time. It is illegal.
“It is up to the controller to enforce the rules.”
Terema said operators were failing to comply with the rules “and we cannot do much because there is no enforcement”.
He said some bus operators carried “fake passes”.
“There are some cowboy-types illegal operators operating (who) have produced fake road passes which we are fully aware of,” he said.
“So once we have a very effective enforcement, we can make sure that these culprits are penalised.”

  • Mr Terema – the SOE Controller have already given the orders, including the social distancing in buses and the charges for the routes. It is up to you as the person in-charge to come up with strategies to enforce compliance to these orders. The issue of buses not completing their respective routes has been there before the COVID-19 SOE order – what have you done to improve that to satisfy paying customers on those routes who have been disadvantaged by those bus operators. You cant go crying to the SOE Controller for make that happen for you – it is within your control. Start thinking smart and strategic to manage issues within your sphere of control and influence.

  • Sir, start stationing your lazy officers at each bus stop from 06:00hrs to 09:00hrs, during the morning rush hour, you will see all the buses are full to 25+ passengers, and charge K1.50 each pax.
    From Gerehu / Waigani to Four Mile, you will catch all this pmv’s and you will make a lot of money for the department.
