Roads in Port Moresby are public property

ROADS in Port Moresby are the property of the National Capital District Commission.
It means roads in NCD are public property for use by the public.
Anyone who wants to block a road for whatever reason or use a road solely for a particular purpose must obtain a prior authorisation from the NCDC.
NCDC has not allocated new routes for public motor vehicles (PMVs) for years now.
The PMVs and taxies that provide public transportation using the NCDC roads are now the main subject of gross misuse and public theft.
The following daylight pubic robberies are a manifestation of this gross NCD road misuse and public theft:

  •  PMVs traveling to Town are charging K2 per trip, way above the K1 approved by the Independent Consumer and Competition Commission and the Transport Department;
  •  Police are conducting all sort of roadblocks without the authorisation of the NCDC.
  •  Police are conducting roadblocks and are collecting spot fines from PMVs, taxis, and others. The public has been informed by the Police Department that spot fines are not permitted by law. Offenders must go to the Boroko Police Station with an offence booking and pay their fines there;
  •  Some segments of the public are using NCD roads solely for their private purpose without permission of the NCDC, at certain times of the year.
    This is causing inconvenience for the general public that use these public roads.
    NCDC must take action and address these public theft in the nation’s capital.
