Rules for autonomy

IT is good that the government is taking actions and giving autonomy to three provinces.
All provinces pay large sums of money in taxes to the national government.
The people in Waigani are cutting the cake but the people haven’t eaten from it.
All provinces should manage their own financial affairs but the government should not rush into giving away autonomy.
There must be a set of criteria or guidelines for the provinces to meet before they can acquire autonomy.
Autonomy is the way forward to counter graft at provincial level and ensure there is proper management in all the provinces.
