Sale of spray paint banned

THE sale of cans of spray paint is now banned in the National Capital District (NCD) as part of NCD Commission’s effort to prevent graffiti and defacing of public and private properties.
NCD Governor Powes Parkop made the announcement on Friday, expressing a lot of frustration about the deteriorating image of PNG’s capital city.
“Graffiti has become a disaster in our city and those people who are engaged in graffiti are not good citizens,” he said.
Parkop said shops selling cans of spray paint would be charged, with a K10,000 fine, while those caught doing graffiti could serve up to six months in prison.
“I’ve had enough of these idiots taking over our city by promoting their stupid habits,” he said.
“A law against graffiti and defacing property is already in place but we haven’t been enforcing it because we lacked the capacity to do so.”
Parkop said boys and young men were involved in graffiti.
“The boys who are doing graffiti just show how irresponsible their parents are,” he said.
“If parents cannot teach children good values, then stop producing them.” Parkop urged shops to cooperate with NCDC in ensuring that graffiti and defacing of properties were minimised.
“You can sell paint in large containers and cans but not those small spray cans that can be easily carried around.”
Parkop said he understood the ban might cause problems to those who used pray paints but he wanted everybody to cooperate with the NCDC.
“We will be visiting shops next week and anybody who is caught selling spray paint (cans) will be fined.”
NCD acting city manager Ravu Frank called on wholesalers and retailers that might have issues with the ban to consult NCDC to discuss a way forward.
Meanwhile, AkzoNobel Ltd sales representative Morgan Rawali said the company had stopped selling cans of spray paint since 2018, since the law against graffiti and defacing was passed by Parliament.

  • Governor, well done. Graffiti writers can be imprisonment for 1 year would be good. Buai salers and those who a spitting buai can go to prison for 6 months. Well done.
