Service delivery processes not easy

 ALOTAU MP Charles Abel says that processes involved in the delivery of the district services improvement programme are not easy.

“It’s one thing to provide that funding, but it’s another thing to have the enabling capacity, systems and reporting to make sure funds go to the right place through a proper, transparent and accountable procurement process,” he said.

“We battle to get this goods and services delivered. But we also try to make sure it’s done the right way and reported in the right manner,” The National Planning Minister commented on the programme during presentation of his district’s 2015 DSIP acquittals for economic, law and order, education and infrastructure sectors at the office of Rural Development yesterday.

“It’s a challenge when people are crying for goods and service. 

“The Government is putting its money down. In many ways, the administrative capacity and the framework at the lower levels of Government is still catching up,  it’s quite weak,’’ Abel said.

Alotau District Development Authority chief executive Lindsay Alesana said the district delivered according to the national delivery framework requirements.
