Set conditions under free education policy

THE free education policy by the Government is a blessing to all parents of this country.
One thing that must not be ignored is the lawlessness by students.
Those who are enjoying the free education should change the way they conduct themselves.
The policy is good, but I believe there should be strict conditions set to achieve good results of free education.
Students who misbehave and break the law should be expelled.
