Shallow reasoning

BAISU Jail commander Chief Supt Timbi Kaugla explained in The National yesterday that the reason for the mass break out recently is overcrowding.
This is too shallow from a man of his caliber.
Kaulga said they were alerted in advance of the planned breakout.
If so, why would there be only three guards at the main gate compared to the number of remandees in the jail at the time. Someone has to be responsible for the eight men killed during the breakout.
