Sharp must explain

PETER Sharp, the owner of mv Rabaul Queen, owes an explanation as to why his vessel sank.
In 2008, Sharp had no problems allowing two ships – mv Rabaul Queen and mv Kokopo Queen –
to wait until the weather cleared.
He was reported to have said that the safety of the passengers were paramount in such situations.
What about this time?
As Morobe weather would have been affected by the Papuan coast weather from Alotau and Northern, the mv Rabaul Queen was a disaster waiting to occur.
Weather is predictable and precautionary measures are necessary.
Did Sharp take any precaution?
