Shocker by NDC

I REFER to the report “No national plan” (The National, Oct 9) by the National Disaster Centre director Martin Mose.
If the NDC does not have any contingency plan, what has it got to offer when an unexpected disaster strikes?
It is the primary responsibility of NDC to formulate a contingency plan and advise the Government and not the other way around.
Last Friday’s chaotic panic was a good example and we have to be thankful no one died.
Can you imagine what would happen if the tsunami were to hit us?
