Slap hefty fines on litterbugs

CAN the governors of NCD and Central and concerned authorities do something about those who dump rubbish by the roadside, several hundred metres from Bautama station?
I am sure the Central governor is aware of what I am referring to.
Tourists pass by it everyday to and from Loloata.
I suggest that these culprits be spot-fined K10,000.
These law-breakers must be taught some lessons so that they know that dumping rubbish is an uncivilised act.
