SME funding a waste of money

THE pumping of money into the small to medium enterprise (SME) sector by the Government to help people is a waste of money and will not strengthen or achieve any economic feedback for Papua New Guinea.
I wonder who is advising the Government to take such steps to improve the economy.
This approach is detrimental and will neither benefit all nor strengthen the economy.
I understand a simple concept that PNGs economy entirely depends on the taxes we pay whether it be goods and services, income or corporate tax.
Corporate income taxes are 30 per cent.
So, if you have a company, the Government takes 30 per cent of your earnings as tax.
The approach the Government is taking to boost the SME sector is to create many businesses so that they can pay corporate taxes to the Government to improve the economy.
But as I see, it will benefit few individuals who are already in the system and are literate in the process of accessing these funds.
For the rest of the Papua New Guineans who are illiterate, not eligible and not familiar with the systems, they cannot access it and I assume many have not heard of this initiative yet.
To obtain a loan, you should have a security or be employed to be granted a loan.
What the Government should do is put everyone (18 and above) on pay roll.
Cease the tertiary education students assistance scheme (Tesas) and any other unnecessary spending and pump money into financial institutions so that everybody can access loans.
With that, businesses will flourish and the Government can be happy with its 30 per cent corporate tax.
