Standard-based curriculum replaces outcome-based

THE discarded outcome-based education (OBE) curriculum introduced in the 1980s has been replaced by the standards-based curriculum (SBC) which has done away with elementary schools, says Education Minister Joseph Yopyyopy.
He said the OBE system was “not healthy” because of the elementary standard.
Yopyyopy said under the SBC, elementary schools would be replaced by early childhood programmes for children between ages four and six.
At seven, the child would be enrolled in primary school starting from grade 1.
Grades 7 to 10 would attend high schools.
Grades 11 and 12 would be in secondary schools.
Yopyyopy said education would bring changes and parents and the students must do their part.
“We want the best for our country and its people,” he said.
“This is why education must be used to change the lives of the people.
“People must know that we are no longer in the OBE system as this had lots of bad impacts on our education system.”
Yopyyopysaid the Government wanted to provide quality education to the people.
“We must focus on education because this is our life and our future so the changes made are good for our future.”

  • Most of the schools that benefit us for some years are agency run, not govrnment, parents do their part but you fail to deliver basic service like education to us. Givim pastem na toktok!

  • Its good news that all elementary schools will be phased out paving way forward for early childhood early learning centers to be established in all provinces in Papua New Guinea. I applaud and thank the government through the department of education for this quality intervention in the education structure and curriculum structure in our education system. Its about time we weed out and have academic audit for quality teachers to teach our future generations. If we want quality education for our students we must invest in early childhood education training, thus this also mean that all curriculum used in elementary schools must be change to Early Learning Standard. Mr. Hon Minister YopyYopy, introducing early childhood education in our education system is the only strategic plan for rescuing our poor academic performance in all sectors of education, elementary, primary and secondary schools. I thank all elementary teachers for their ”Good Samaritan” commitment and dedication in teaching our students for the past and present years but we cannot compromise,we want QUALITY EDUCATION not QUANTITY EDUCATION. Standard based Education/Curriculum must be facilitated by teachers who are qualified not half baked teachers. Training and Awareness of SBE/C must be the top focus priority for effective implementation,otherwise we will have any ”merry go round” repeating of Outcome Based Education/ Curriculum Structure. Early Childhood Education educates students to think Locally and globally in their cognitive learning domains. I fully support this education and curriculum structure for Papua New Guinea. We cannot continue to wait and pass the buck and shift the blame for our poor academic performances. If the government wants to achieve the our ”home grown ”2050 Vision, its about time we start now and TAKE BACK PNG for 30 years, we will have Smart,Wise, Fair ,healthy and Well Educated Population to live a Happy Society by 2050.
