Still waiting for a postal box

I HAVE been trying to get a new postal box from Post PNG in Vision City since they first opened.
I was first told to check in two months, then three weeks and another two weeks as the keys had not arrived.
New applications cannot be issued unless the first lots of applicants are given keys.
Where are the keys coming from?
Five months should be more than enough.
Port Moresby is full of locksmiths and I see no reason why Post PNG cannot engage one of them to cut keys.
