I NOTE Prime Minister James Marape’s comments on the K4.4 billion spent on public servants annually and blaming complacency and corruption as the cause of all problems in the country.
About 35 per cent (K1.54 bil) of that K4.4bil goes back to the Government’s purse as annual income tax.
Another 10 per cent (K44mil) on GST and a certain percentage goes to real estates for private accommodation (not all public servants are on housing allowances).
The 25 per cent of the population (public servants) which Marape is alluding to are the ones that are actively contributing to the economy of the country.
The PM did not elaborate on the causes of complacency and corruption, which in fact, the root causes are the politicians.
Public servants become complacent because gone were the days when top public servant positions were independently appointed on merit.
In the past, public servants performed to the best of their abilities because there were clear line of promotions that would lead to the top position – the head of department.
Today, any Tom, Dick or Harry cronies can be appointed head of a department or chairperson of a corporate board, etc…
Even when appointed on merit, they only think of themselves because there are no guarantee that they would complete their term.
So, who cares? Politicians (ministers) become departmental heads themselves while the so-called departmental heads become their brief case carriers.
Head of departments and senior public servants become too compliant to the politicians in fear of losing their jobs or positions.
Whenever there are changes in the Government or ministries, you will see that political cronies are going around soliciting interests from potential candidates for changes in the departmental head positions or corporate heads.
These political cronies even become so powerful and the politicians submit to them in fear of losing their seats in the next election.
Multi-corporate organisations use politicians to get what they want in return for business transactions.
Just walk into any of these high-class hotels and check the restaurant areas to see how many of these politicians are having breakfast or coffee with the Asians juggernauts.
Sorry my good prime minister, before you point a finger at the public servants, make sure that the other three fingers pointing back at you are clean.

  • Blaming the previous government is just isn’t correct..Marape and his ministers were part of that government but now tend to blame O’Neill..To date they haven’t fulfilled what they said about taking O’Neill to court..
    Remember:Rome wasn’t built in days.
