System failed people: PAC

A LOT of lives of citizens were lost because the health system had failed them, according to the Public Accounts Committee.
Committee chairman Sir John Pundari said they had completed the first draft of the inquiry into the Health Department’s procurement and supply of medicines. It showed many problems and flaws in the system.
“The report revealed a lot of failure on the part of the Health Department.
“There was medicine shortage, lives lost. I mean the facts speak for themselves,” he said.
“Our systems have failed the people, and we must ensure that our mistakes are not repeated.”
Sir John said the report would be tabled in Parliament during its August sitting.
There will also be recommendations on how the health system can be improved.
“We must ensure that people do not profit from the health of our people,” he said.
The inquiry began in October following public outcry over the awarding of two Government contracts worth K100mil to the Borneo Pacific Pharmaceutical in August.
Sir John said the inquiry was put on hold following the Covid-19 pandemic outbreak. The Public Accounts Committee will begin an inquiry into the Education Department and its tuition fee-free policy on August 6.
“We will resume three weeks from now and will conduct an inquiry into the Education Department’s TFF policy.
“We will also continue with the inquiry into the sale of the Old Parliament,” he said.

  • Sir John, is it a system failure or Procurement Officials collaborating with Senior Officers to choose companies in their favor during Evaluation. Evaluation is the area where Corruption is creeping in… Don’t blame any where else.

  • Complete inquiry, charge those responsible if found guilty of corruption and recoup where possible.

  • MIllions of kina worth of drugs/medicines/equipment procured through these types of shaddy deals, then all are shipped to Port Moresby and rot away at the Medical Store facility at Badili. While some poor rural health post out there cries out for lack/No basic medical supplies.
    Wake up Minister, Health Dept secretary, Doctors and the lot involve in this chain of service delivery to our people. Something is definitely not working here, rightly said the SYSTEM IS FAILING THE PEOPLE. Or is it the people in those seats.

  • Don’t blame and system, blame the people managing the system. They are the ones stealing from the system making it weak to function at its course. Investigate them and remove them from the office for clear flow of the system down to the end of the system.

    • Totally agree with Bond. It is NOT the system. It is the corrupt human beings who makes the system fail for personal gains. Hence, indirectly becoming murderers of hundreds who have died due to shortage of medicine. We need to have good, honest, God fearing people in the system so they will fear God and do only the right things.

  • Can the proccument processes be discentralized to the respective provincial health authority be possible? Any health professional may explain whether or not it is possible, please.

  • The blood of the innocent died is upon the criminal that is stealing and misusing the public funds and corrupting the system.

  • Wonder what difference all these commissions of enquiry will make. Nothing good ever comes from them. We make alot of noise then put the findings away on a shelf somewhere and forget about them.
