Tsaka said the league would only accept 14 teams – 12 from the main campus and two from outside.
He said there would also be a women’s competition, with two teams from the main campus already confirmed.
Tsaka invited PAU and the Medical Faculty to field their women’s sides.
The league completed its nines tournament on Sunday, with the SSU Sharks beating 22 Rebels 4-0 in the final.
Tsaka said the teams were given an extra week to prepare for the season, adding the league was only for tertiary institutions.
He said the UPNG Pythons for the Vice-Chancellor’s Cup would be selected from the competition.
