Time to impose vagrancy act in NCD

 CONGRATULATIONS, Powes Parkop; you are a real leader fit to become prime minister of this country. 

Real leaders make unpopular decisions that bear results and those generations later would enjoy. 

You will certainly retain your seat in 2017 as your leadership has won the hearts of the majority in the city. 

As you said, do not be bothered with threats. 

It is also time to introduce a vagrancy act and get rid of hooligans, who are  a  bunch  of lazy people who are not able to work their land to make a genuine living. 

The city belongs to elites, not villagers. 

Get rid of the settlements too. 

Port Moresby is a city of settlement and I am ashamed to live in it.
