Use delegated powers

I HAVE raised this issue many times in the past.
Since 2012, the powers to register new teachers in Bougainville were delegated by the national Education secretary to the Education secretary for the Bougainville Education Department under the Bougainville Autonomous arrangements.
This was done through an agreement signed in Port Moresby, together with other agreements.
In 2013, the Bougainville House of Representatives enacted its own Education Act known as the Bougainville Education Act 2013.
The Bougainville legislation again gave powers to the Bougainville Education secretary to register new teachers in Bougainville.
Since 2013, I am yet to see the Autonomous Region of Bougainville education secretary exercise the power to register new teachers in Bougainville.
Instead, the education secretary at Waigani continues to register new teachers in Bougainville schools.
The question is, when will the Bougainville education secretary start to exercise the powers that were legislated for him?
Right now, there are teacher registration applications from Bougainville that are still with the Teacher Education Division in Waigani waiting for the national education secretary’s approval.
