Vagrancy law called for

I BELIEVE that the freedom of movement of people into cities and towns is the cause of much of the mayhem and problems we are facing.
The Government should implement the Vagrancy Act to control the movement of people.
Cities and towns are supposed to be places where professionals, the educated and diplomats work.
In developed countries, you cannot see settlements in precincts of the city boundaries. Nor can you see red spittle all over the place.
Instead you see people on streets and offices neatly attired and behaving well.
The streets are so clean that you can hardly dust.
As you pass by, city people will greet you with a friendly smile.
That is what we call modern civilisation.
Here in PNG, it is the opposite. We see hooligans roaming aimlessly on the street carrying bush knives, bows and arrows, spears and axes as if there are no laws governing the cities and towns.
We see drunks and drug addicts gathering in all corners to prey on innocent people.
Many gather in groups and sell and chew betel nut all day and spit all over the place without any care at all. When one questions their actions, they become aggressive and behave like tyrants.
There are settlements everywhere that one cannot really tell where the city starts or where it ends.
These people come and settle anywhere in numbers and illegally claim land that belongs to the indigenous people.
There are laws already introduced in the country so why are they not being implemented?
Please remove all the settlements.
