Was Duma’s decommission done properly?

IT is  indeed  very  sad  to  see  William Duma  decommissioned from his ministerial portfolio without proper consultation and due process being adhered to.
Duma was one of the long overseer of the petroleum and energy industry, and has made tremendous impacts on its development throughout the years.
It is more protocol-wise for the prime minister to make such decisions in his presence and not use his prerogative insensibly.
Such actions  may have a detrimental effect on the validity of the “Alotau  Accord”.
After such action is taken, can the government convince  the  nation that the direction   being taken is guided by legal framework or  is it operating on an ad-hoc basis?
