Were vessels purchased under coastal plan?

IN light of the recent mv Rabaul Queen disaster, I refer to the government-funded K83 million coastal vessels program­me which was to have been implemented between 2009 and 2011.
Four coastal vessels were supposed to have been purchased under this programme to provide services to the people in the maritime provinces in the country.
We are now in 2012 and if the four coastal vessels had been purchased, I believed this disaster could have been avoided as the people would have more options to travel.
I hope the investigations into this tragedy will also look into the implementation of the programme which was designed to help prevent such a disaster from happening.
