What are cops doing at the park?

I WOULD like to know if police officers carrying out general duties are supposed to conduct traffic checks on vehicles doing pre-test (learn-driving) at the Jack Pidik Park in Port Moresby.
Since moving in with my uncle just opposite the park, I have witnessed police vehicles every day of the week stopping these learner drivers, and asking for their licences or checking other relevant documents pertaining to their drive tests.
The park has been used by several registered driving schools for their courses, including individuals that opt to go for a drive.
These policemen happen to always be in vehicles other than that of the traffic unit.
After talking to the driver and passengers, we would notice exchanging of hands and within seconds they are off.
We also began to question if the traffic police unit is still in existence.
One can hardly see any traffic unit doing the rounds at the park.
I urge the metropolitan superintendent to look into this issue and put a stop to it.
