Where are Kundiawa authorities?

IT is sad to see Kundiawa town being hijacked by some mindless and greedy people.
I find it outrageous and absurd for someone to put up a steel fence right in the middle of the walkway near the police station.
How can the police allow the person(s) to do that and block the people from walking along the footpath?
Our children use it to go to school.
Our people use it to go to hospital and to attend to their daily chores.
I would like to ask “who is in charge?” and where are the officers from the Lands Department and physical planning board?
There are many illegal and inappropriate structures popping up all around town.
Yet the urban authorities are turning a blind eye on these things.
