Why are police collecting free fees?

 I HAVE been travelling most times from Mt Hagen to Kundiawa seeing policemen standing at the checkpoint at the border of Jiwaka and Chimbu. 

They charges drivers without any good reason and collect money from them. 

All they say is the car is over-loaded, tires are worn out and the registration has expired. 

Did these policemen graudate from Bomana Police College to do this?

Yes, they have the right to check whether vehicles are roadworthy or not but they should not ask for their fees. 

The travelling public respects them because of their uniforms but no their illegal actions. 

These policemen should be ashamed of collecting free money from people who have worked hard to earn that money.
