Why charge for application?

 I CANNOT understand why all our universities are charging fees on enrolment application forms. Unitech charges K30, UPNG charges K20 while the University of Goroka and Divine Word University charges K50. Are these universities established to make a profit or provide education to the people of this nation? The education department should look into this and try to reduce these non-refundable fees as they are too high and some may not be able to afford it.
