Why is education declining?

 THERE is no excuse for the  tumbling education standard in East New Britain. 

This is a province in which the AusAID pours millions of kina for infrastructure in education and health every year. 

So, we ask why, what, how and who questions. 

Is it the teachers, the inspectors or the district and divisional education officers? 

If  this  falling  standard of  education is happening in all provinces, is localisation and nepotism contributing in any way to such results?
