Why is Goroka Fode charging fees?

THE Flexible open distance education (Fode) centre in Goroka is charging hefty fees in direct defiance to the Government’s policy on free enrolments in Fode centres throughout the country.
Fode Goroka is charging a non-refundable fee of K300 and K150 for every subject.
Can the relevant authorities clarify this apparent contradiction between the Government’s position on this issue and realities on the ground please?
