Why is Pom so dirty?

I HAVE not been to Rabaul but visited Milne Bay in 1996.
Those who have been to Rabaul and Alotau say that those two towns are very clean and free of rubbish like betel nut husks and spittle. If Rabaul and Alotau can stay clean then why is the nation’s capital of Port Moresby littered with rubbish?
What sort of people live in the three towns that two are clean and one is not?
