Why rugby, not soccer?

 WHY are governments pumping millions of kina into rugby league year after year instead of providing basic goods and services to the people of PNG? Rugby league only serves the interests of the privileged. It does not provide direct benefits to the majority. Governments have been brainwashed through media propaganda that promotes rugby league as the number one sport or the national sport. I do not think it is bcause  it is not played in every province. Only soccer is played in every province and almost every district and LLG, by both males and females of all ages. Why not promote soccer as the national sport?
