Why so difficult to contact our own Governor Kavo?

 DOES Gulf Governor Havilo Kavo actually exist, or he is a ghost?
We have been trying to get his email address for over four months without any success.
He may have instructed his people to hide him from us.
That is not good enough, governor.
You should be working for the people of Gulf and we should not have to go around begging to contact you.
