It looks like the half-butchered carcass of an unfortunate animal.
But this was once a useable wheelie bin before someone came along and set fire to it.
NCD workers had put out wheelie bins along Waigani Drive to encourage people to take care of their rubbish and keep the capital city clean.
Then along came someone with nothing better to do and this is what is left of this one.
If you see someone damaging public or private property, report it to the police.
