The public notice from the National Capital District Commission (NCDC) at the Waigani traffic light near the Waigani market, discourages dumping of rubbish, yet the overgrown shrubs under the sign and around it make it very easy for rubbish to be dumped there. Faded and tagged with graffiti, the sign itself is in need of repair.
