The setup of the K42 million worth of closed-circuit television (CCTV) during Apec last year brought hope of a safer city in Port Moresby.
Almost one year on, Police have not been given access to the control centre for the CCTV.
Police say they could not use the centre because the owners of the building (Oakley Haus) did not allow them in.
