Workshop held to improve parliamentary services
The National, Friday 7th June 2013
DIVISIONAL heads of the national parliamentary service are attending a workshop to prepare their budget for 2014.
Human Resource Division manager Kingston Alu told his staff on Monday that programme budgeting was a requirement under the government budgeting system which was followed by all government institutions except parliament.
“Programme budgeting is measured against its objectives, activities and progress indicators on a quarterly basis to ensure funds appropriated are spent on areas highlighted in the programme.
“Our vision is to restore, reform and modernise the parliament.
“While we are restoring confidence, trust, respect and integrity, we should also reform it to complement its values.
“We reform the institution by changing our mindset, our attitudes and behaviour,” he said.
Alu added they had to be modernised to be better than other parliaments in the region.
