Youths wasting time

HOW is PNG going to move forward when most of its youths spend a good part of the day drinking alcohol and smoking marijuana?
When they are drunk or high, they harass the innocent people, especially our mothers and sisters.
Why can’t they work on the gardens and grow vegetables instead of wasting time getting drunk and stoned?
