Need to help the unfortunate

AS a concerned citizen I see that our government should provide a home for the unfortunate ones.
I am referring to children and people who have been affected by the actions of others.
The government should address issues concerning them.
I suggest that the government develop policies to control under-age marriage, unintentional sex and the birth rate.
