Stop smoking in PMV buses

I HAVE been noticing a lot of smokers smoking in PMV buses in Port Moresby.
Last week, I saw a man sitting next to the driver and smoking.
Behind him was a mother and her baby.
What happened to laws against smoking in public?
I understand that we don’t have enough law enforcers to implement the law, but why can’t PMV operators do something about passengers smoking in their buses?
Some drivers and crews entertain this habit because they smoke while transporting passengers as well.
