Cabinet appoints Customs services chief commissioner

A BRITISH American Tobacco executive has been appointed the new PNG Customs Service Chief Commissioner.
The company’s legal and external affairs manager David Towe was appointed by the National Executive Council this week. Treasurer Ian Ling-Stuckey confirmed the appointment, adding that it would be formally announced soon.
Cabinet also appointed Dr Osborne Liko, a senior consultant and urologist of Port Moresby General Hospital, as Health secretary.
Ling-Stuckey said Towe was appointed on merits and met the requirements.
Towe had worked with the PNG Customs Services in another capacity before.
He has management experience in both the public and private sectors.
Ling-Stuckey said three names were shortlisted that were presented before the NEC on Wednesday.
He said of the three, two were from within the department.
Acting chief commissioner Ray Paul’s term had expired last October and a three-month acting appointment was made.
Since then, no further acting appointment was made.
The position was advertised in February. Concerns were raised on social media about the process of the appointment. It is understood that the gazettal and the instruments of the two appointments would be signed by next week.

  • Why don’t they give Ray Paul another term. Man,,he has performed well and he is an honest guy!! How can you bring in a person from the Private Sector to be the Chief Commission for Customs??? Its funny and smelly!

  • Why do we have to replace a best performing person on the job?

    This is just ridiculous. Ray Paul’s term could have been extended.

  • Paul Ray was not made Commissioner so why not give him the job rather than bringing somebody from outside. This is why we kill moral and cause decrease in personnel productivity and start blaming public servants of not performing. A stupid decision from stupid people never think about continuity of performances of organization. Ray Paul has being doing very fine.

  • Ray Paul should be considered for another term. He has performed and should be given the mandate to do so.

  • Congratulations David Towe. Prior to his appoinment he was the Deputy Commissioner for PNG Customs then to BAT PNG. David Towe and Garry Juffa formed PNG Customs after breaking away from IRC. He also has a Masters in International Customs Law and Execuitive Management from the University of Canberra thus overqualified for the Job.

    He is a very honest man and fit for the job.
