City rangers slammed

I am disgusted with city rangers picking on innocent people and charging them for betel nut spit or whatever rubbish they see.
I witnessed one such incident at Boroko bus stop, in Port Moresby, where they picked on an innocent young man they wrongly blamed for spitting.
Are these rangers trained for the job? I believe that many innocent people have been harassed by these rangers.
