Accept new ways

I AM a public servant and struggling to make ends meet.
In regards to the recent Madang provincial budget passed, it is too small and there will not be developments.
Madang lacks developments because it lacks human resources and technical expertise to implement the budget.
The people must change their attitudes and accept new ways of doing things, only then development will take place.
