LAWS, by definition, are rules or values created and prescribed for a people or entity to practice and live by so, peace, security and prosperity can prevail.
Laws are divine inception from the spiritual realm being gracefully handed down to us mortal men, by the creator to abide for our good (Exodus 20:1-17).
The Creator God (Jehovah) is the originator of divine laws.
Think about the universe with its inhabitants.
The planets (including Earth) and the galaxies and the unexplored (Genesis 1:14-18) are routinely orbiting on their usual axis around the sun without collision.
Why?
Because they are being governed by a rule of law.
Who sets the laws in motion?
Obviously, it is none other than Jehovah.
In the night, look up at the universe and compare it with us, mortal men.
Who is great, by size?
Yes, the universe is greater than us.
But who is being bestowed with intelligence? The universe or us mortal man? (Genesis 1:26).
The universe was created and set in motioned being governed by the rule of laws.
Just like a programmed computer device.
Whereas for us humans, God created us according to His likeness and had implanted in us His values and the intellectual to use for our own goodness. (Genesis 1:26-28).
Everything has laws and/or are governed by laws.
A simple sewing machine or an automobile has laws handed down by its manufacturers for use to ensure its viability.
The issue here is, why are we intellectual human creature ignoring this divine arrangement and hence, are not living by the rule of laws, resulting in so much chaos? (2 Timothy 3:1-5).
The root cause of so many problems in the world nowadays is primarily a breach of the laws.
Otherwise, this world would really be a better place to live in if everybody adheres to laws.
