Arrest of man in dinghy a warning about security zone

Police Commissioner Gari Baki is warning Port Moresby residents to keep away from restricted maritime and land zones designated to be used during this week’s Asia-Pacific Economic Cooperation meetings.
Baki said anyone breaching these zones were likely to be charged under the Apec Security and Safety Act.
The United States Coast Guards intercepted an unidentified dinghy that was heading towards the restricted zone at Ela Beach waterfront and handed the operator to the PNG Water Police for questioning, Water Police director Chief Superintendent Trevor Lapu said.
“The dinghy operator was heading to a coastal ship berthed about 200 metres away at Fairfax Habour to see his friend at 10pm on Saturday.
He was taken to the Joint Maritime Security Task Force shore base and released after questioning and a warning.
Lapu said that the dinghy operator was a crew member from a fishing boat that was berthed at the other end of the habour.
“He risked facing a lengthy jail term for breaching the Apec Security and Safety Act,” he said. “He entered the restricted zone just for a casual visits. So we are not playing up with security.”
However, the restricted areas have not been made clear to the public.
The restricted maritime zones are around APEC Haus at Ela Beach, Old Container Wharf at the Fairfax Habour and Motukea Wharf.
